New surveillance footage has added another layer to the investigation into the fatal shooting of 52-year-old construction business owner Lorenzo Salgado Araujo by an Immigration and Customs Enforcement (ICE) agent in Houston, while leaving one central question unresolved: did Salgado Araujo know the people pursuing him were federal agents?
Federal authorities have said the shooting occurred during a targeted immigration enforcement operation after agents attempted to stop Salgado Araujo's white work van. According to the Department of Homeland Security, he struck an ICE vehicle, ignored verbal commands, and attempted to run over an agent before an officer fired in self-defense.
CNN later reported that Salgado Araujo was not the intended target of the operation. Investigators had been looking for two other individuals linked to a separate immigration investigation after observing a white van that appeared similar to one connected to the suspects. Agents followed Salgado Araujo after believing someone inside resembled one of those individuals.
New surveillance footage obtained by KPRC 2 provides the clearest public view yet of the moments before the shooting. One camera shows Salgado Araujo leaving home for work with his lunch and coffee before driving away in his van.

Other cameras capture the van turning onto Canal Street while an unmarked black SUV follows. A second SUV then moves toward the van moments before all of the vehicles stop. Additional footage appears to show a person being removed from the passenger side of the van after the shooting.
KPRC 2 also asked former Secret Service agent Mike Matranga to examine the recordings. He concluded that the available video does not establish whether the use of deadly force was justified.
Matranga said one clip appears to show the SUV making contact with the van during the stop, but the footage does not clearly reveal which vehicle initiated the collision. He also questioned how the official account aligns with the medical finding that Salgado Araujo suffered a gunshot wound to the right side of his abdomen, saying investigators will need to explain that detail.
Despite the emergence of private surveillance recordings, no official body camera or dash camera footage has been released because the ICE officers involved were not equipped with body cameras and authorities have not confirmed any public dash camera recording.
That missing evidence remains one of the largest gaps in the investigation. Salgado Araujo's family maintains he believed unknown people were trying to steal his work van, which had previously been targeted, and argues he would have stopped had he realized the people following him were federal agents.
Members of Congress, local officials, and community advocates have also called for the release of any available federal video and other evidence, saying it could establish whether agents identified themselves before the confrontation and provide the clearest account of how the shooting unfolded. Investigations by the DHS Office of Inspector General, the FBI, and the Harris County District Attorney remain ongoing.
